Why isn't an unpictured mother or grandmother counted as a pictured adult?

Because the prepared person entries only describe pictured individuals. A mother, grandmother, or companion can act as a contact, invite, or support without being in the images themselves. Therefore, they are not automatically counted as pictured adults.
